Prize for the best performance audit report awarded to the Supreme Audit Institution of Uganda
The Supreme Audit Institution of Uganda (Office of the Auditor General) has been awarded the prize for the best performance audit report within Afrosai-E – the organisation for Supreme Audit Institutions in English-speaking countries in Africa.

The prize has the purpose of encouraging the development of performance audit in English-speaking Africa and highlight the efforts made by individual performance auditors. The prize was initiated by Afrosai-E in 2008, with the support of the Swedish National Audit Office (“the Swedish NAO”). The Swedish NAO heads the independent international jury that selects the winner.
A total of seven reports were nominated for this year’s competition, from the Supreme Audit Institutions of Namibia, Gambia, Rwanda, Tanzania and Uganda. All nominated audits are of high quality and have been conducted in well-motivated areas.
“It’s good to see such strong audit reports within areas of importance to society. It’s also motivating to highlight the hard work and commitment behind the audits, and the opportunities for better efficiency in use of public resources that they enable,” comments Auditor General Helena Lindberg.
The winning report is entitled “The Government of Uganda’s Progress in Providing Equitable and Affordable Access to Education Services for Learners with Special Needs, in accordance with SDG Target 4.5” and illuminates the work in Uganda on providing equal education for learners with special needs at an affordable price. The conclusions of the report are relevant for the education sector and society at large.
“The winning report is of high quality and provides new, in-depth insights into the causes of the problems faced by learners with special needs in accessing education. The audit uses a combination of different methods that underpin conclusions and recommendations convincingly,” explains Anders Berg, Audit Director at the Swedish NAO and chair of the international jury.
The prize was awarded by Auditor General Helena Lindberg at Afrosai-E’s annual strategy meeting for Auditors General in the region. The audit team behind the winning report is offered a study visit to the Swedish NAO, with the aim of exchanging knowledge and experiences with Swedish peers.
Background
The Swedish NAO has longstanding cooperation with Afrosai-E, which organises Supreme Audit Institutions in 26 countries in English-speaking Africa. The objective of the cooperation is to strengthen public-sector audit in the region, thus helping to ensure sound use of resources and functioning accountability systems in the countries. AFROSAI-E is a subgroup of INTOSAI (the International Organisation of Supreme Audit Institutions) – the global umbrella organisation for Supreme Audit Institutions, of which the Swedish NAO is also a member.
The international operations of the Swedish National Audit Office
The Swedish NAO conducts a wide range of international operations. The agency represents Sweden in international contexts and has been instructed by the Riksdag to support, as part of Swedish development cooperation, the development of Supreme Audit Institutions in other countries. Currently, the Swedish NAO is active in bilateral cooperation projects in Armenia, Kenya, Kosovo, Liberia, Moldavia, Palestine and Zimbabwe. In addition, the Swedish NAO is involved in five regional partnerships targeting 50 Supreme Audit Institutions in the Western Balkans, East Africa, Southeast Asia and the Pacific region.
